Comments on the clue

1.	A nice find, but I don't much like the last 3 words from a cryptic viewpoint.
2.	If nothing else this deserves a prize for managing to find any word with p-o-u-n-c-e evenly distributed.
3.	Wordplay and surface seem rather strained.
