1.Not sure how a judge charges someone with a suit. A prosecutor might charge someone, but not with a suit (which is a civil action)
2.Sorry I don't get 'judge charging' as a deinition
3."Judge" is too vague to define guestimate. "Charging" is superfluous in cryptic reading.
